I nave to acknowledge receipt of your letter dated 19th January, 1940, and in reply to explain that the grants made by the Board of Trade in respect of losses consequent upon the Japanese occupation of the Far Eastern Territories are restricted to persons repatriated to this country on release from internment, who intend to remain permanently in the United Kingdom, and therefore it is regretted that it is not possible to grant you an advance.
